Enable Dispatcher to work with SSO

Procedure Install the dispatcher client using TEM. This ensures that Teamcenter creates a Dispatcher-client-proxy-user user. Create the same Dispatcher-client-proxy-user user in LDAP. Create an encrypted password file by running encryptPass.bat/sh LDAP password for Dispatcher-client-proxy-user. Start dispatcher client.
