Baselining structures with active incremental changes

Optionally, when you create an incremental change of an item revision, any incremental changes that are active are carried forward or rolled up. An active change is any incremental change that has an out effectivity equal to or greater than the baseline effectivity, including any open-ended effectivity. When you carry forward a change, the affected object of the change is copied to the new item revision. The copy of the affected object is qualified to the same incremental change. Consequently, the old and new copies of the affected object share the same change effectivity. When you roll up a change, only the affected object of the change is copied forward. The qualification is not present on the new item revision.
