Tracking changes to absolute occurrences

Note 1=15, Form F-3. Form F-2 is still attached to the right occurrence of A200. There is no Remove change on the occurrence data, for example, for the transform or note 1. You simply define a new value that overrides the value on the normal relative occurrence. For example, the new value may define an end unit for an incremental change.
